    SENTIMENTS ON DIVIDENDS, MIP 3 AND WITHHELD BENEFITS DUE TO THE PENDING ADMIN CASE

    Embarassed Dear Officers of LBPEA,

    I am Bonzenti R. Panganiban of LBP Bukidnon Lending Center. Presently, I am assigned in Maramag Satellite Office as property appraiser. First, I would like to express that I am very glad that Mr. Mar Marilag suggested me to visit this site. Though this is LBPEA Visayas, I know that we are still welcome to this site being an LBPEA Member for almost 15 years now.

    I am formerly based in the Head Office particularly in LBRDC and LBP PFO. But because of the opportunity of job vacancy here in Malaybalay City, I decided then to apply for a transfer in order to be near from my hometown, Cagayan de Oro City.

    I have a lot of concerns which needs to be addressed also, but I think, the utmost priority should be first be addressed. I have two or three concerns. They are namely, the
    1. LBPEA representatives should be installed on our Administrative Committee. 3 representatives and should be from Luzon, Visayas and Mindanao. It is not fair that once an employee, presuming first to be innocent on an administrative case, his benefit will then outrighly be withheld even the case is still on-going and the resolution has still yet to be further evaluated. Like in my case, I really need the assistance of our LBPEA right now especially that my admin case still at hand with our beloved Hearing Officer. We should have representatives in the Administrative Committee.

    I was charged with ......just check my case in the office of ALD to uphold the confidentiality on it. Everyday I perform my regular job while having that "forbidden case" and suffering much crisis on my part since I now only received a salary of P3,200 per month. The hell part, was that I was assigned in Maramag Satellite Office, wherein my home base is Malaybalay City, or a 1 hour and 30 minutes travel. I requested my unit head for a temporary transfer in Malaybalay City just to squeeze-down my daily budget on daily fare. But my request was denied and reasoned-out that "he" dont want a precedence to other employees. My reason is very much valid. Dahil naghihingalo na pamilya ko sa sobrang kapos. Is this the type of leadership that a unit head have in this cruel world? Wala na ba talaga silang puso? Na ang iniisip nila of denying my request of temporary transfer ay ang "PRECEDENCE"?

    As of today, I'm still awaiting with the order of the pre-hearing conference that we had in CDO last March 02, 2009. We agreed during that hearing that they will deliver the order 30 days from March 02, 2009, but until now, I have not receive the order yet. I understand the position of our beloved Hearing Officer because he really that busy with pile-load of cases he had presently handled, dahil nag iisa lang yata siya. I understand that. This will of course prolong my agony of being a benefitless employee of Land Bank.

    My dividend: I WAS DEPRIVED TO RECEIVE MY OWN MONEY WHICH WE CAN CONSIDERED OUR FORCE SAVINGS JUST BECAUSE I HAVE AN "ADMINISTRATIVE CASE"? OH COMMON.......WHERE IS THE EMPATHY HERE. WHAT KIND OF MENTALITY is that?. EVEN IF WE DONT USE ANYMORE THE LOGIC HERE, JUST A COMMON SENSE OF A SIMPLE TAO, THIS IS REALLY UNDERSTANDABLE THAT I DESERVE TO RECEIVE MY OWN MONEY SINCE I INVESTED THAT THROUGH SALARY DEDUCTION. Dapat ma release ang PERA KO, KAYA NGA TINAWAG YANG DIVIDEND, EH.

    One benefit that made me more embarrased is the 20T, or the "so-called" profit sharing or MIP 3. The charge against me was served last November 26, 2009 by Mr. RODIN CANTOJOS of ALD. The question here, I have laid my performance from January 01, 2008 to November 26, 2008. Am i not deserve to receive the MIP 3 maskiman lang on PRO-RATED BASIS?

    It seems that we are busy gasping on proposing in receiving additional benefits, such as the salary increase and increase of our benefits and yet we forget to consider other employees especially those that has pending administrative case. I have read the provisions in the just signed CNA but i felt no hope of receiving my benefits though my case in my own opinion is only a SIMPLE-NEGLEGENCE AND VIOLATION OF OFFICE RULES AND REGULATIONS and not a GRAVE-MISCONDUCT AND VIOLATION OF OFFICE RULES AND REGULATIONS and still considered as "PENDING".

    Thirdly, I am a licensed Real Estate Appraiser. My request of authority to practice my profession in appraisal was also denied. The request is to reinforced my weakening financial conditions. Still that was denied. Dapat maglagay sila ng terms and conditions na kung ano ang restriction sa pag practice ko. Hindi yong tatanggi agad. Ano ba ang dapat na mga restrictions ko. Hindi na man ako mag appraise ng mga properties na nakacollateral sa land bank ah. I laid down my conditions that I will not appraise properties that are presently mortgaged or to be mortgaged to the bank. And even properties of our financed banks of RFIs. Wala pa ring effect....PAno na ang pamilya ko kung ganito na kakitid ang utak ng unit head natin (exceptional...not all heads are makitid ang utak). Pano ko bubuhayin ang pamilya ko ngayon sa sueldo kong P3,200 per month?

    Sana and sulat kong ito ay mapansin ng ating LBPEA Presiden, Honorable Lito Chua......At sana, maging objective lang tayo in approaching this issue. Hanggang dito na lang muna po ako sir. By the way, thanks in accepting my invitation sa YM..Till next issue..
